JOB DESCRIPTION

JOB TITLE: Executive Director

REPORTS TO: Board of Directors

JOB SUMMARY: Under the direction of the board, provide oversight of operations, programs, fiscal management, resource development, and strategic planning.  Oversee day-to-day operations and coordinate programs, systems, and resources necessary for the agency to operate in an efficient, effective manner. The ED shall be the principal staff member reporting to the board, shall supervise all employed staff, and be responsible for all contracts.

RESPONSIBILITIES:

Organizational Leadership to advance the CLT and its reputation in the community as a leader in affordable housing, community development and use of the CLT approach.  The ED shall propose the strategic direction of the agency, and shall develop and expand the support for that direction.

Community Relations 

• The ED is responsible for outreach to the community at large and shall employ varied methods to ensure the community understands and supports the programs of the CLT. 
• The ED will work to establish sound working relationships with key organizations, neighbors, businesses, and funding groups.
• Maintain collaborative, cooperative relationships with all funders and partners.
• Maintain cooperative relationships with all funding and regulatory bodies; ensure the timely submittal of required reports and compliance with all laws and funding regulations.
• Serve as the primary spokesperson for the organization and represent the agency in various community groups, coalitions and organizations; make public presentations about the CLT.
• Ensure the development and implementation of a communication strategy plan for the agency.
• The ED shall work to expand the constituency of the organization, as well as the asset base.

Fund Raising

• Along with the Board, the ED is responsible for ensuring that enough funds are available for the organization to carry out its activities.  The setting of appropriate targets and commitment of sufficient means to reach those targets shall be a mutual responsibility. 
• Oversee the planning and implementation of a comprehensive and effective fund development program that addresses the short-term and long-term needs of the organization.
• Participate in fundraising activities.

Board Support

• The ED is the principal staff member hired by the Board; as such, he/she is in a critical role in terms of ensuring the Board receives necessary information, and that their will is appropriately expressed. 
• Support the Board in:
  1. Carrying out strategic planning and setting organizational and program direction.
  2. Establishing and reviewing policies and reviewing and approving the annual budgets.
  3. Reviewing program quality and effectiveness.
  4. Conducting fundraising activities.
• Attend Board committee meetings and report as requested at monthly Board meetings.
• Ensure that the Board receives information necessary to make informed policy and budget decisions.

Support to Staff   The ED shall supervise, support and problem-solve with staff to ensure that: the:

• Operations of the CLT are legal, ethical, reflect best-practices, and are compatible with the expectations of the community. 
• That the projects and programs shall be of the highest quality. 

Program and Services   The ED is responsible for the successful and viable operation of all programs and must:

• Ensure that they are operating in a legal, safe, effective, and efficient manner.
• Ensure that program operating systems are developed, operating as intended; review and revise periodically.
• Develop and implement effective cooperative or coordinating systems or plans in activities in which partner agency cooperation or coordination is required.
• Create budgets that contain accurate forecasts of revenues and expenditures.
• Develop and monitor annual operating and capital budgets.
• Ensure the creation and maintenance of adequate fiscal records and cooperate with annual fiscal audits.
• Negotiate contracts with vendors for office and/or program equipment and services.

Human Resource Management   The ED is responsible for retaining top quality personnel to support the successful operation of the CLT.  The work environment shall be positive, and the active participation of all staff, volunteers, interns and board will be essential to the overall advancement of the CLT.  The ED is responsible for hiring, orientation, training, supervision and termination of staff.

Other Duties as Assigned  The ED shall carry out any additional tasks necessary for the optimal operation of CLT programs.

PREFERRED QUALIFICATIONS:

1. • Bachelor’s degree, plus a minimum of 5 years’ management experience, including strategic planning, policy development, budgeting, and staff supervision.  A Master’s degree in planning, business, or public administration is preferred.
   • Experience in overseeing a complex budget.
   • Successful experience working with a Board and Board committees.
   • Knowledge of affordable housing programs and funders and of issues affecting low-income people.
   • Demonstrated leadership ability, including the ability to motivate staff and to support a collaborative and participatory work environment.
   • Ability to serve as an effective advocate and community spokesperson; demonstrated public speaking skills. 
   • Willingness and proven ability to work with people of all ages and income levels from a variety of racial, cultural, educational, and lifestyle backgrounds.
   • Excellent written and oral communication skills.
   • Basic computer skills.
